Add locking to prevent two concurrent backups of the same hots:zfs

Description

Currently, if more than one zetaback master runs, it possible for them to attempt to backup the same ZFS which is redundant and unnecessary. There should be locking around the backup of each ZFS so that two processes can safeuly run concurrently and not attempt to perform the same segment of work.
