Refactor stratcon_datastore to make alternative publishing easier

Description

stratcon_datastore.c does a lot of parsing and queue management of inbound noit streams. Every future thing that needs to use this information will need to do the same. We need to process the lines, define a consumable structure and then allow consumers.
