[Reconnoiter-users] Problems getting noitd and stratcond running on Debian

I've pinned the serf external back to revision 1222.  svn update in  
your wangle checkout and see if that helps.  serf is under pretty  
active development and I should have pinned the svn:externals when I  
initially tagged the Wangle release.
